red to in that portion of the petition which contrasts the Govern-
ment Service with service in Mercantile firms His Excellency is
satisfied that a general enhancement of salaries is unnecessary.
From time to time however as occasion arises
His Excellency will consider increases in salary which may appear
desirable to secure efficiency in particular Departments.
